As regras do futebol vão mudando ano após ano e em 2023 não será diferente. A International Football Association Board (IFAB) aprovou sete novas mudanças que entraram em vigor a partir deste mês de julho. Veja abaixo quais são elas, que vão desde alterações nos goleiros em cobranças de pênaltis, até situações de impedimento.

Goleiro nos pênaltis

Chamada popularmente de ‘regra Dibu Martínez’, fazendo relação ao goleiro da Argentina, que provocava os atacantes rivais nos pênaltis durante a Copa do Mundo, a alteração diz que os goleiros devem ficar em cima da linha, de frente com o cobrador, sem agir de uma forma que desconcentre ou distraia o adversário. Além disso, os arqueiros não podem mais tocar na trave nem nas redes do gol.

Comemorou muito, tem acréscimo

Essa nova regra determina que o termpo levado pela comemoração de um gol seja contado pelo árbitro para a determinação do tempo de acréscimo. Isso deve aumentar consideravelmente os ‘descontos’ ao final da primeira e segunda etapas.

Expulsão em pênaltis

A partir de agora, o árbitro só deve expulsar um jogador que fez um pênalti caso o atleta não tenha disputado a bola em nenhum momento. Se o jogador que cometeu a infração tenha disputado a posse, tentando parar o lance na bola, não será dado o cartão vermelho.

Treinador levando a ‘culpa’

Uma nova regra prevê que, caso tenha alguma briga ou discussão no banco de reservas e o árbitro não consiga identificar os responsáveis pela confusão, seja ele atleta ou comissão técnica, quem irá receber o cartão será o treinador da equipe.

Mudança no impedimento

A nova recomendação diz que qualquer atacante que esteja impedido e receba uma bola de um adversário que tinha “total controle” dela, poderá jogar sem infrações. Caso a bola venha de um rebote do goleiro e o jogador que pegar a posse estiver impedido, o tento será anulado. Agora, se a arbitragem julgar que o defensor que tocou na bola não tinha total controle dela no momento em que acabou tocando para o rival, o impedimento deve ser marcado.

Invasão é igual sem gol

Caso um jogador reserva ou membro da comissão técnica invadir o campo e interferir em um gol, o tento será anulado, com a partida reniciando com falta no local em que estava o invasor. Porém, caso a invasão não tenha alterado o lance, o gol tem que ser validado. Agora, caso um jogador ou membro da comissão técnica do time que sofreu o gol invadir o campo e interferir diretamente na jogada, o tento também será válido.

Mais um árbitro com poder

Na antiga regra, apenas o árbitro, os assistentes, o quarto árbitro e os árbitros assistentes adicionais poderiam emitir opiniões durante a partida. Agora, com a nova recomendação da IFAB, o árbitro assistente reserva também será incluído.

So RCB needed to score heavily at the other end. Patidar did so off Hardik, taking 33 off 12 to ruin his figures to 4-0-45-2. Jitesh took 24 off eight off Boult to consign him to his costliest T20 analysis of 4-0-57-2. Dramatic endTilak, who was retired out in MI’s last game, kept Hardik off strike for seven balls, but in these seven balls he took 17 off Suyash’s last over, much like Patidar took the last overs of Santner and Hardik for a plenty. When Hardik finally got strike, he hit the coldest and sweetest of boundaries to turn the game around in just seven balls. These seven balls featured two sixes and two fours off Hazlewood, and two sixes off brother Krunal.With Hardik 32 off 7, the ask was now 71 off 33. A bit of gamesmanship followed to try to break Hardik’s rhythm, but MI kept going strong. Bhuvneshwar started the next over well, but Tilak hit a six and a four to take 13 off it. Still, only a little over two a ball was required. Yash Dayal managed to escape with some slower balls, but again a late six kept MI in it.Bhuvneshwar and Hazlewood now dealt almost exclusively in yorkers. Arsenal tipped to replace Gyokeres with £280k-a-week star in big game plan

Thus far, the signs have been fairly promising, but some criticism has surrounded Gyokeres’ lacklustre link-up play compared to the likes of Liverpool star Alexander Isak, who was also once a “dream” target for Arteta.

Sky Sports pundit Gary Neville also believes that Gyokeres won’t be a big-game player for Arsenal, with the 27-year-old failing to make an impact against both Man United and Liverpool this season.

His goals so far have come in a 5-0 win over Leeds United, and most recently, the Gunners’ 3-0 dispatching of Ange Postecoglou’s Nottingham Forest last Saturday.

After opting to bowl on a fairly two-paced red-soil pitch, they left Lucknow Super Giants (LSG) at 39 for 3 in six overs. Abdul Samad and Ayush Badoni helped LSG overcome that poor start and post 171 for 7, which was a par score according to Nicholas Pooran, the holder of the orange cap.Pooran’s assessment, however, might have changed quickly after Prabhsimran Singh clattered a 23-ball half-century in the chase. LSG legspinner Digvesh Rathi has been fined 25% of his match fees and accumulated one demerit point for breaching the IPL Code of Conduct during his team’s match against PBKS on Tuesday. He admitted to the Level 1 offence under Article 2.5 (using language, actions or gestures which disparage or which could provoke an aggressive reaction from another player in the match) and accepted the match referee’s sanction.

It was Lockie Ferguson who shared new-ball duties with Arshdeep, ahead of Jansen. Ferguson usually operates with the older ball for New Zealand and various franchises, but PBKS inverted his role on Tuesday to take advantage of a match-up with Pooran. Before this fixture, and across all T20s, Ferguson had snared Pooran four times in 17 balls at a strike rate of 7.05.However, Ferguson ended up bowling just three balls to Pooran on the day. He lined up his wrong ‘uns and slog-swept him with the turn over mid-on and square leg. He then greeted dart-it-in left-arm fingerspinner M Siddarth, who was picked ahead of Prince Yadav as LSG’s Impact Player, with a switch-hit four. He brought up his fifty in more sedate fashion with a tucked single.It felt like LSG needed something special to dismiss Prabhsimran. That something special was a tag-team catch near the boundary from Badoni and Bishnoi. He holed out for 69 off 34 balls.PBKS required 62 off 59 balls, which was enough for Iyer to knock off a fifty of his own. وقال فليك في تصريحات نشرتها صحيفة “ماركا” الإسبانية: “كانت مباراة رائعة، هذه ثلاث نقاط مهمة للغاية لتعزيز ثقتنا بالمستقبل والمباريات القادمة، أنا سعيد جدًا بالفريق”.

وواصل: “حاولتُ التحدث مع الحكم، لكنني لم أستطع، تصرف هو كما يشاء، وأنا لم أستطع، أتقبل قرارات الحكم؛ فهو من يتخذها، ما فعلتُه لا علاقة له به، إن لم يرغب في التحدث معي، فهذا لا يحزنني؛ أنا أتقبل ذلك”.

وعلّق إذا كان هناك شكوى بشأن قرارت التحكيم: “برشلونة يرى الأمور كما يراها؛ علينا مواصلة اللعب، نحن المتصدرون، وريال مدريد يجب أن يفوز، سنرى ما سيحدث غدًا (مباراة ريال مدريد وخيتافي) لا نلعب بمستوى جيد، آمل أن يُساعدنا هذا الهدف، فقد كنا بحاجة إليه”.

However, criticism surrounding a lack of spending compared to elite rivals, not to mention some pretty comical moments as a result of questionable decision-making, perhaps explain why a change is needed in the boardroom.

More recently, Tottenham’s repeated fumbles in the summer transfer market were pretty embarrassing. Despite agreeing deals for Morgan Gibbs-White and Eberechi Eze, both moves fell through at the eleventh hour, forcing Levy to scramble for new signings in the final days, even if he had months to prepare beforehand.

While Levy wasn’t solely responsible for these mishaps, the 63-year-old had a “vice-like” grip on Tottenham’s day-to-day running, but that was eventually weakened by the involvement of Joe Lewis’ kids, who are growing in influence behind-the-scenes (Paul O’Keefe).

Eventually, Levy was informed by ENIC that he’d be stepping down from his role as chairman, and according to The Times, he wasn’t aware of this until just hours before the north Londoners made it official.

Now, a report by The Independent and journalist Miguel Delaney has shared how those within football have viewed this huge announcement.

Delaney writes that many senior executives in football, presumably Levy’s Premier League counterparts, were “stunned” by the news of his resignation on Thursday evening.

Furthermore, it is reported that multiple sources heard of growing tension between Levy and ENIC owner Joe Lewis, that had been “bubbling away” for years beneath the surface.

The Lewis Family, in an official statement, are adamant that a “new era” has begun at Tottenham, but whether that is the promise of more silverware remains to be seen.

When Arsenal signed Gabriel Jesus in 2022, it rocked the Emirates Stadium. The Gunners were signing a player who was key to Manchester City’s success in years gone by.

Jesus arrived in a £45m deal and made an instant impact. He was simply sublime.

The Brazilian immediately got into the groove in pre-season and then began the 2022/23 campaign, arguably the most free-flowing of Mikel Arteta’s reign, with five goals and three assists in his first eight Premier League matches.

Sadly, since then, it’s been an agonising tale of woe for the 28-year-old who has now bagged 26 in 96 outings for Arsenal.

A wretched series of injuries have crippled the forward’s time in north London and Arteta’s side have felt the devastating impacts.

Kai Havertz has been transformed into a striker, and to his credit, he has done well. However, after Jesus suffered an ACL injury last winter, it meant that Mikel Merino stepped in as deputy.

The fact Arsenal made it to the semi-finals of the Champions League with the squad they had was a miracle, truth be told.

Yet, the squad has been rebuilt and repurposed by Andrea Berta this summer. A series of signings have been made to the forward line which includes Eberechi Eze and Noni Madueke. Viktor Gyokeres, however, was perhaps the most marquee addition of a colossal transfer window.

How Gyokeres is performing since moving to Arsenal

Signed for a guaranteed £55m this summer from Sporting CP, the addition of Gyokeres ended what felt like a two-year search for a centre forward, a genuine out-and-out goalscorer.

Last season was the first at Arsenal in 101 years that a player in the squad failed to score double figures in league action. While Havertz and Saka spent large parts of the campaign out, it spoke volumes of a forward line lacking punch, lacking spark.

Well, Gyokeres will certainly add the punch. He’s a brute, a heavyweight forward with an eye for goal. He scored 54 in 52 games last term, a truly ridiculous record.

Since moving to the Emirates, the Swede has found the net on two occasions in three matches, albeit both goals came in the 5-0 win over Leeds United.

In the two other games, he has struggled, perhaps understandably so. Those two examinations have come at Old Trafford and Anfield, hardly happy hunting grounds for many strikers.

What will be concerning, however, is just how isolated the new signing looks. Against United, there was a real lack of service from Saka and Gabriel Martinelli. Against Liverpool, while the Sweden international was more involved in the build-up, he was again starved of service.

In both of those games, he’s failed to have a single shot. It will take time, of course it will, for this forward line to tick with Gyokeres at the head of the attack, but they need to work it out quickly.

They have one of the best creators in the game in Saka and one of the most ruthless finishers in Europe. This feels like Arsenal’s best chance at winning the title in many a year, even if Liverpool have signed Alexander Isak.

This summer, Arsenal corrected one of their biggest blunders at Hale End. When he was 13, the Gunners decided to release a certain Eze from the academy, a decision that left the young kid in tears.

Well, to get back to Arsenal, he’s gone around the houses. Eze became a genuine livewire at QPR and then after moving to Crystal Palace, it wasn’t long before he became a household name.

Back where it all began, the England international is living the dream and simply cannot stop smiling. He’s been beaming from ear to ear from the moment he arrived back in the north of London.

Yet, he’s definitely not the biggest mistake out of Hale End. That honour goes to the Harry Kane situation.

Tottenham Hotspur fans have always sung that he is one of their own, but is that strictly true? Perhaps not.

Indeed, Kane’s first club was Arsenal but like Eze, he was released too early. Joining the academy aged eight, he left after just one season.

“He was a bit chubby, he wasn’t very athletic but we made a mistake,” admitted Liam Brady back in 2018.

A mistake it certainly was. While Kane didn’t exactly flourish in his early years at Spurs, enduring and enjoying loan spells at Leyton Orient, Millwall, Norwich and Leicester, he went on to become and still is, one of the best forwards in Europe.

In fact, the aforementioned Jesus has even described the now 32-year-old as “the best finisher in the world.”

While he didn’t beat Gyokeres for goals last term, he came mightily close, bagging 41 in 51 outings but he did so at a higher level. Indeed, Global Football Rankings notes that the Bundesliga is the fifth-best division in the world, compared to Liga Portugal, which sits in eighth.

It’s safe to say Kane is elite. He’s been doing it at the top level for a number of years now and has showcased that he can do it on a consistent basis.

The jury is still out as far as Gyokeres is concerned, while the Premier League’s record signing, £125m man Isak, still needs to prove himself over a number of years too.

Isak scored 23 goals in the league last term but unlike Kane, he is yet to win a Golden Boot.

The Spurs icon is the winner of three Premier League Golden Boots, having won it in 2015/16, 2016/17 and 2020/21. He even finished as the top scorer at the 2018 World Cup.

In total for Arsenal’s biggest rivals, he scored 280 times in 435 outings and he is now only second to Alan Shearer as the division’s highest-ever scorer.

To put it simply, Kane is one of the most elite forwards in the world. He’s better than Gyokeres and Isak and it may be a few years yet before we can classify them in the same bracket. It’s certainly a case of what might have been as far as Arsenal are concerned.

Bilic upgrade: West Ham approach "incredible" manager admired by Mourinho

Things keep getting worse and worse for West Ham United.

Following sizable fan protests outside the London Stadium on Saturday, Graham Potter led his side out against Crystal Palace, desperate for a win.

Unfortunately, the Englishman oversaw yet another disappointing loss at home, and while the club may indicate a willingness to support him, it feels like a matter of when, not if, he is relieved of his duties.

One of the names touted to replace him over the last week has been Slaven Bilic, although another coach, someone appreciated by José Mourinho, is also reportedly in the picture, and would be a far better hire.

West Ham hunt for Potter replacements

Given the way West Ham have started the season, it’s hardly a surprise to see them linked with a host of potential Potter replacements.

One such replacement who was heavily linked with the job a couple of weeks ago was Frank Lampard, although despite his decent start to the campaign with Coventry City in the Championship, we can’t imagine many fans would be too pleased with his appointment.

Another name that has come up a lot lately is the aforementioned Bilic, whose last job saw him take charge of Saudi Arabian outfit Al-Fateh between July 2023 and August 2024.

However, there is a far better candidate currently being linked with the club, someone who could make a world of difference this season and beyond.

At least that is according to a recent report from the Telegraph, which claims West Ham are interested in Nuno Espírito Santo.

In fact, the report goes further, revealing that the East Londoners have already sounded out the former Nottingham Forest head coach about the job.

It could prove challenging to convince the Portuguese coach to take the role before the end of the season, but West Ham should do everything possible to persuade him, as he’d be a significant upgrade on Potter and Bilic.

Why Nuno would be an upgrade on Bilic

Now, there is every chance that Bilic would come in and do a good job for West Ham.

After all, while not widely successful, his first stint with the club was far better in terms of results and style of play than Potter is managing at the moment.

However, with that said, we still reckon Nuno would be the far better hire, and there are a couple of reasons why.

Firstly, he has not had much joy in management over the last five years or so, getting fired from his job in the Saudi Pro League for underachieving, being fired by Watford before that and then, before that, he spent an underwhelming year managing Beijing Guoan.

In other words, it has been quite some time since he has succeeded in a job, much less one in a high-quality league.

Nuno, on the other hand, was appointed manager of Forest when they were staring down the barrel of relegation back to the Championship.

Yet, within a season and a half, the “incredible” manager, as dubbed by Sky Sports’ Sam Obaseki, had led the Tricky Trees into Europe.

The second reason the São Tomé-born tactician would be a better hire than Bilic is that he’s proven himself with two teams in the Premier League.

He may have struggled with Tottenham Hotspur, but the 51-year-old manager, who Mourinho described as “fantastic,” led Wolverhampton Wanderers up from the second-tier and into the Europa League within a relatively short space of time.

Therefore, while Bilic could work out, Nuno has a more impressive recent track record to fall back on, as well as evidence of him dramatically improving two teams in the Premier League.
